This year, after taking bids from four companies, the legion chose the Trico Group, a printer in east Ottawa, as its poppy-maker. “Two out of three years they ran out of poppies.” Dominion Regalia declined to comment for this story. “The good folks at Dominion Regalia production issues,” says Peter Underhill, director of supply at Dominion Command, the legion headquarters in Ottawa. Soon, even that factory couldn’t keep up. When they were unable to meet demand, Dominion Regalia, a custom manufacturer in Toronto, took over the job.
